Strategic Leadership:
• Assist the CoP in managing and technical aspects of the project, such as planning, execution, outcomes, and deliverables, in compliance with the project work plan; guarantee that plans and priorities are clear; and foster efficient collaboration among members of the project team, which includes personnel from partner INGO and LNGO organizations.
• Oversee partnerships within the consortium and foster cooperative relationships with partners, making sure that everyone is aware of the project’s expectations and actively participating in reaching the goals while using the project management tools that have been created or modified for the consortium.
Program management entails overseeing the project’s daily operations and making sure that all activities are carried out in line with the project’s goals and plans. Track progress, pinpoint obstacles, and devise plans to overcome them. As necessary, provide suggestions for modifying the way the project is being implemented. Ensure that a strong monitoring, evaluation, and learning (MEAL) structure is developed and put into place.
• Ensure that relevant data is gathered, analyzed, and used to monitor developments, gauge effects, and guide decisions. To ensure the effectiveness of the strategy, learn for implementation, and adapt the approach/process as necessary, support the MEAL staff in facilitating strategy reviews, lessons learned, and pause and reflect activities. This will ensure that the activities are in line with USAID’s focus on Coordinating, Learning, and Adapting (CLA).

Financial and administrative management:

• Create and supervise an annual project cycle in line with USAID’s annual planning cycles to ensure sound financial management, compliance with USAID regulations, and accurate reporting.
• Manage the project’s operational, financial, and administrative priorities.
• Oversee the planning and budgeting processes. Advise on contract management, procurement, and budgeting.
Donor and Stakeholder Engagement: Supervise the preparation of quarterly and annual project activity reports, M&E reports (in coordination with MEAL staff), and other deliverables, as specified in the agreement. Coordinate the preparation of annual work plans, quarterly and annual reports, final project reports, and project activity updates, among other project-related communication and reporting materials, by USAID deadlines and branding guidelines. Report on the project’s accomplishments.
• Assist CoP in establishing and upholding fruitful working relationships with USAID, project partners, and important stakeholders while making sure that all project stakeholders comply with World Vision’s policies and procedures, USAID requirements, and U.S. government regulations.
Support the CoP by sharing information on the project’s accomplishments and lessons gained with the organization and the larger development community, as well as by representing the project at high-level gatherings, conferences, and other forums, such as technical conferences and policy briefings.
Staff management and capacity building: Supervise a group of technical employees, ensuring that everyone on the team understands their duties and responsibilities and that there is open communication between them. assists managers and employees in reaching project objectives and building their ability as national leaders by offering advice and mentoring.
• Determine the partners’ and project staff’s requirements for capacity-building and create plans to meet those needs. Provide project team members with technical support, mentoring, and training to help them become more skilled and knowledgeable.
Workplace Prerequisites
Necessary Certification, licensure, training, and registration
• A master’s degree or higher in a closely connected discipline, such as education, or another relevant field.

Necessary Work Experience

• A minimum of five (5) years of senior-level management experience overseeing and carrying out educational program management on donor-funded initiatives.
• Prior experience as Deputy Chief of the Party or in senior management in the following areas of expertise: emergency education, education, and/or related fields in Ethiopia.
• Proven track record in managing emergency responses and programs in unstable environments.
• Exhibited a thorough comprehension of USAID’s quick response initiatives and emergency response strategies.
• Proven track record of overseeing finances and administrative aspects of major projects, as well as in-depth familiarity with BHA compliance guidelines.
• Exhibited expertise in capacity development, mentorship, and staff management.
• Exhibited abilities in establishing and preserving connections with stakeholders, funders, and host governments.
• Demonstrated expertise in creating and maintaining solid collaborations, especially overseeing subgrantees.
• Excellent proven interpersonal and negotiating skills; strong writing and spoken communication abilities.
• Proven track record of hiring, training, and supervising employees and groups.
• Proven track record of demonstrating a strong commitment to credit sharing, experience documentation, information sharing, and creative endeavor support.
• Proven track record in overseeing programmatic and financial reporting obligations.
• Written and spoken English fluency is necessary.
Requirements for Travel and/or Work Environment
• Regular domestic travel inside Ethiopia as necessary
